The "Naš Hajduk" Society has submitted an initiative with the Croatian regulatory body for trade (Agencija za Zaštitu Tržišnog Natjecanja, AZTN) with regards to an enquiry into the existence of a prohibited agreement (i.e., a cartel) between GNK Dinamo and NK Lokomotiva. A cartel or prohibited agreement is the situation where two or more business subjects cooperate in the market and thus gain unjust rewards, greater than they might have if they acted independently. Such agreements are not usually formalized in written contracts, but are instead informal and secret, which in no way lessens the damage they cause. Even verbal agreements among entrepreneurs are considered prohibited agreements.
A document over fifty pages long elaborates the facts on the prohibited cooperation of the two clubs, in business planning, player and staff swaps, mutual financing, and even downright confessions made by GNK Dinamo and NK Lokomotiva officials. They attest to the unnatural symbiosis whose goal is to deny all other participants in Croatian football competitions a level playing field. That the agreement is made between competitors in the same market is the worst possible violation of laws governing free trade. As no one else in Croatian football seems to consider this a problem, it is hoped that the AZTN, an independent body, will agree that, at the very least, an enquiry should be made into the existence of a prohibited agreement between GNK Dinamo and NK Lokomotiva, in the hope of preventing further damage.
